Abstract

As an integral component of holistic talent development, public physical education courses at universities play a crucial role in providing students with a well-rounded education. These courses can improve students’ physical health and nurture vital qualities such as teamwork, leadership, and stress resistance. Therefore, identifying effective ways to achieve the objectives of university-level public physical education courses is currently a pivotal focus in sports education research. Guided by the principles of Outcome-Based Education (OBE), this study primarily utilized a questionnaire survey method. A questionnaire was developed to assess the achievement of objectives and influencing factors of public physical education courses among third-year students at Chongqing University of Technology who had completed their public physical education courses. A total of 389 valid responses were received. The study results indicate that through university public physical education courses, most students can achieve the course objectives, with an average attainment score of 3.73 out of 5. However, a small number of students still fail to meet the basic course objectives. Factors such as the school environment, Physical Education teachers, sports courses, and individual factors correlate significantly positively with achieving course objectives. Therefore, to improve the attainment of university public physical education course objectives, schools should establish clear goals for public physical education courses, increase resource investment and teacher training, optimize teaching content, methods, and evaluation mechanisms, and provide more targeted personalized guidance for students with lower attainment levels. Through these efforts, the attainment of public physical education course objectives in higher education institutions can be enhanced.
